Low water pressure in one of the bathrooms upstairs

There are two bathrooms upstairs in my house. The pressure is ok in one, but it is painfully low in the other one. The water pressure downstairs is adequate. We replaced the combination valve which did not make any difference. Could you please tell me what might be the cause? Could it be the supply pipes are clogged? I would greatly appreciate your help. Update The system is conventional boiler and indirect megaflo. The bathroom is not an additional. The pressure never was great but usable. The basin in the same bathroom ok but the shower is so low it is unusable. The shower valve installed says it is adequate from 0.2 pressure. It was ok for a week or so and then it dropped.
