How to redecorate a wet living room wall

The wallpaper is wet and peeling off and the carpet is wet. It has been damp for some time (house empty a long time). What is the process for fixing this? I think it needs to be replastered. Does it need to be dried out before anything can be done? In summer, what's the best way to dry it out - with a dehumidifier or with the central heating?

Are you a tradesperson and able to answer this question?

yes it can be repaired only after the moisture problem is solved and everything is in order and the wall is dry

First and foremost you need to get in a builder / surveyor with a damp meter to establish where and why the damp is coming from. Then obviously the problem needs to be rectified before any decorating can take place, A good builder will advise if it's necessary to re plaster. If the property has been vacant for a long time, I would advise opening all the windows to air it out and to use a dehumidifier to dry out the wall. Once the property repaired you can then safely proceed with the decorating.

A dehumidifier is needed to cure the damp problem and the obviously the wallpaper needs to be removed. After walls are dry then it will need a stain block before any emulsion can take place. Hope this is helpful

Find out the source of the water ingress for this you should probably go to a builder or surveyor for there expert advice before you even attempt to do any decorating making sure all the walls are dryed out or replastered and the damp problem is cured.
