The concrete skirting boards should be tested first by a specialist. The specialist will take a sample of the skirting board and send it to a lab for testing. If the test results show that asbestos is present it should be removed by licensed and trained staff using the correct equipment and PPE. To remove it yourself without the correct training and PPE would result in asbestos being released and you breathing in the harmful dust. To just say wet it is not the correct way to deal with this life threatening product.

In my opinion it's safe.asbestos is most dangerous when it's broken or airborne. Usually if I feel there is a chance of breaking it or it becoming airborne I will just wet it.

They will be bonded to the wall so would not be possable to be removed in one peace or without damage to wall. would be worth inspecting the sate of the floor underneath too..

The rule of thumb is, If in doubt, always seek the advice of an asbestos specialist. Walls have the potential to contain asbestos and also the floor could contain asbestos tiles which may be disturbed during removal. Ignore the advice of certain "tradesman" that claim that asbestos is only unsafe when broken, this is very poor advice and "wetting it down" won't do a great deal.
