How to sort out wet patches/dark stains

Hello I hope all is well. We are having very dark brown circle patches, and normal wet patches coming through from our flat felted roof and thus are attempting to have this repaired. My question is how would we then go about making good inside? A roofer said we would need a special sealant as the colour would still come through if we just painted over Do we sand back to plaster, prime and paint? Do we use a special sealant and repaint over? If so, which sealant is good to buy? Or is there another process you would go by? Thanks for your help

A quick sand then a good quality stainblock oil or shellac based. Paint the stain and a good 6 inch further to prevent any misses. Once dry paint ceiling as normal as it shouldn't bleed through anymore.

To whomever this may concern The best way to treat wet colored damps/patches is to give the area a quick sand then a good quality damp special e.g. stain block oil or shellac based. Apply the material to the affected wall/ceiling to the radios of 6 inches around the wet patch, once all is dry, paint ceiling/wall and there would not be any leaks or wet patches after, as the wall will not bleed through!
