PLANNING PERMISSION OF EXISTING 2 DWELLING PROPERTY

The planning dept have said there is no need for planning permission as the property has been 2 dwellings for over 5 years shall I submit drawings anyway ?

Is the comment received in writing? I’d use that as part of a certificate of lawfulness accompanied by a set of drawings
