Wallpapaer removed leaving uneven patches

Previous owners removed wallpaper and it left an uneven level of brown and yellow patches everywhere. Im wanting to paint the walls but im not sure what i need to do to as the wall is uneven. The brown patches are the plasterboard and not sure what the yellow stuff is. I've tried scrapping and sanding the yellow stuff off unsucessfully. Can anyone please advise on what i need to do. Is this something i can fix myself or do i need a plasterer to skim and smooth the wall?
Are you a tradesperson and able to answer this question?

I would personally get the walls skimmed first then repaint

Wash with sugar soap then coat walls with solvent base white undercoat job done

Depending on how uneven the walls are you could skim and sand with easyfill. You could line it with 2000 grade lining paper then paint. Or as other have said get a plasterer to skim it. Many ways to tackle an uneven wall, asses how uneven it is and use a suitable method factoring in price and quality the customer expects.
