Payment in cash with 24hrs notice

The builder (rendering) we have hired is already two weeks late starting and at 3.30pm yesterday demanded £1500 in cash up front. This had not been agreed. He says its hoe he does business...? Says he has to pay scaffold company up front...surely should have accounts and only use electronic means?

Anyone Decent would have Suppliers accounts and an understanding with scaffold hire, Payment when job is finished unless you agree to part payment up front..If the Builder is not happy dont go ahead..
