Sorry to hear of your dilemma you need to seek legal advice, normally deposits are non refundable but then their is a 14 day cooling off period too, it’s a grey area I would seek legal advice of a charter professional, and consider your options then, but I will say the law in my experience isn’t what always morally right, it’s very black and white and not very fair system...

I would advise calling citizens advice, they will give you legal advise and point you in the right direction.

I think you need to further explain the situation , unless this guy is a complete Wrong one and not a builder with contractural issues it would in my opinion seem strange .

Always have some kind of contract with your tradesman stating what you expect from the tradesman and how and when payments will be paid to them.
Always get a receipt for money paid.
Most honest and good tradesmen will be able to carry out a certain amount of work before receiving payment this allows the client peace of mind.
It is a two way street and unfortunately things do go wrong so being clear from the beginning is always best.
