Loft Conversion

Can I get a non-habitable loft storage conversion when a fixed staircase already exists?

I'm in the process of purchasing a one bedroom flat with loft space. It's an odd one as the loft has a fixed staircase leading to the loft but the loft itself it not converted. Local authority searches show planning permission for a loft extension was rejected in the 1980s so I can only assume past owners started building a proper habitable extension in the loft and then had to stop when they didn't get permission. When I move in I'd like to be able to refurbish the loft to a more welcoming storage space by fitting better lighting, Velux windows and insulation in the roof etc - so basically a 'deluxe loft storage conversion'. However, as it already has a fixed staircase, would refurbishing the space make it a 'habitable' room in the eyes of building control? And therefore do I need building regs to refurbish the loft (even if done minimally and not for use as a bedroom)? Or would it not matter because the staircase was built so long ago?
