Sounds like you need to fit gravel boards under the fence panels this will stop the issue you are having.

Hi nat71633 You will definitely require a retaining wall but you mentioned that your neighbour's fence is damaged which would imply that you would not be looking to replace the fence and add the required double gravel boards so this leaves you with 2 options: 1. Add sleepers alongside the fence to create a retaining wall 2. Add a new fence on your side with the required double gravelboards or 3. Build a low brick or breezeblock wall These are the remedies to your issue, but obviously the issue has been caused by your neighbour incorrectly raising his ground level so I would also obtain legal advice as he may be liable for part or all costs for your remedy. I would also check the height he has raised to as this could be an issue to raise with your local council planning department and he may have to lower his ground back to where it was therefore you will not need to do anything with your garden.

I would definitely look at installing nee gravel boards at the bottoms of each fence panel you well within your right to do this if your not affecting next doors garden and abide to the boundary guidelines you should be fine, I would suggest maybe re contacting the homeowner and letting him know of your plans to add gravel boards so there is no mis understanding for a cheaper alternative you could use scaffold boards!

Keep Harassing owner tell him he needs to sort the fence dont let it drop and send him pictures threaten to take him to court if you need to . Maybe even get a price to replace the fence and tell him what it will cost .
