Best option for lowering fence panels after garden was lowered

A year ago we had our garden renovated and part of our garden is now lower than previously. However this has led to a situation whereby there is a noticeable gap below some fence panels, as the fence is sat on top of the concrete that previously was underground, and now our neighbours garden is beginning to erode as it is still at the original height. I’m wondering what would be the easiest fix a) get someone to replace the fence posts so the fence can sit flat on the ground again b) get someone to chisel out some of the concrete so the fence panels can be slid down to the ground again.
Are you a tradesperson and able to answer this question?

Option b) is a quick fix.
However option a) is the safest and more professional looking option.
Doing option b) you run the risk of damaging the post and making the problem worse.

Option a is the most sensible option it is always best to do the job properly that way your sure of long jevity
