Advice needed on how to change a washer on a free-standing control panel that won't open

Hi I have a free-standing shower control panel, make unknown, and it does not give hot water so I am assuming the washer needs replacing. It is only the shower that does not give hot water. The problem is I cannot get to the washer as the fixture is complete stuck. I have tried using a wrench and it still won't budge. I have now put some vinegar on it in the hope it will loosen it but doubt it will work. The only other way to access it is to take it all apart but that would mean taking the top cap off. That seems to be clicked into place so would take force to break it off. If I cannot repair it then the entire unit would need replacing. I have had plumbers in but they cannot seem to open the fixture with pliers and a lot of force. Any ideas how I can takle this? I appreciate your advice. many thanks Ton

Drain the water from that part of the system. Heat the joint gently with a blow lamp, and sometimes the outer metal will expand faster than the inner enabling you to loosen the joint
