Salts in plaster- new or from old penetrating damp?

I’ve recently moved into a newly renovated Victorian terrace. There’s now a lot of bubbling and darkness on a first floor bedroom wall with signs of salt damage. Looking at the exterior of the wall, it’s clear that crack repair has taken place along the wall in question. Is there a way of knowing if the plaster damage is due to these historical cracks that have now seemingly been sealed or if there is still damp coming through?

Salts are hygroscopic so they will absorb moisture from the atmosphere and never dry. Replace the tender with a waterproof tender , on the interior .
