How can I tell if the wires behind a blanking socket are live

I realise this is a very basic question but I’d really appreciate some help. I decided during a rewire that I no longer wanted an electrical socket in the wall for my TV as I’ve chosen one that mounts flush to the wall. The electrician was reluctant to lower it as I requested and instead said he would “make it off”, and it now has a thick blank plate on it. I need to replace this with a 2mm plate (or just remove it completely) but the TV installers won’t do that if the wires are live. If I switch off all the power, is there a way, by sight, to know if it’s still live or if it’s been made dead in some way. Again apologies for my ignorance here but I’d really appreciate some help. If your not sure then treat it as live and call an approved electrician always be safe

Easiest way to check a Buy a Voltage detector from any local Electic shop. Touch your cable with tip of Indicator , if its continuous Red then the cable is Live and if the indicator is only blinking then it's safe.

I agree with the above, purchase the detector and take the plate off to test. Solid light would indicated live wires.
