How can I tell if the wires behind a blanking socket are live

I realise this is a very basic question but I’d really appreciate some help. I decided during a rewire that I no longer wanted an electrical socket in the wall for my TV as I’ve chosen one that mounts flush to the wall. The electrician was reluctant to lower it as I requested and instead said he would “make it off”, and it now has a thick blank plate on it. I need to replace this with a 2mm plate (or just remove it completely) but the TV installers won’t do that if the wires are live. If I switch off all the power, is there a way, by sight, to know if it’s still live or if it’s been made dead in some way. Again apologies for my ignorance here but I’d really appreciate some help.
