Top layer of pebbledash has blown off exterior wall

The base layer is very smooth and secure although dusty, we have taken off 3/4 mtrs by 1 mtr there are no cracks, can we just paint it as a smooth finish? If so what is the best cement paint to use.

Are you a tradesperson and able to answer this question?

I would also prepare the surface with SANDTEX QUICK-DRY STABILISING SOLUTION before painting. For piece of mind.

Personally I would sbr or pva it first to seal any dust before you put any paint on it
