Removal of black bitumen beneath asbestos floor tiles

We have some asbestos floor tiles in our flat which we're going to renovate. We are going to remove the tiles before renovating, but my understanding there is likely to be black bitumen which contains asbestos underneath them. Our plan is to replace our plumbing system, in which case new channels will need to be dug in the concrete floor, creating dust from the bitumen and potentially exposing asbestos fibres. I take it I can't just encapsulate the bitumen, but instead would need to remove it where the channelling needs to be? Am I right, and if so what would be the best way to remove it? Sorry - I should clarify, I'm not going to remove it myself. I'm just getting conflicting information. Some people are saying it's virtually impossible to remove. I've even contacted an asbestos company that said they would grind it off, which seems very risky to me (I guess they would wet it first but they didn't say this). Maybe I should get it tested first, and if it comes back negative for asbestos then I do'n't need to worry. Any help appreciated.
