Painting over lead

Does anyone have any recommendations for the paint that should be used over former lead paint/work? What encapsulate to use in UK? Would want a low VOC preferably.

Acrylic-silicone, water-based lead paint with excellent adhesion to the substrate.
Before painting, the surface should be degreased using known methods.
After degreasing, apply the paint with a pneumatic spray or brush. It is recommended to apply two coats of paint. The first coat dries at ambient temperature for approximately 1 hour. After drying, a second layer can be applied. The drying time can be shortened in a heating tunnel at a temperature of 35-40 0 C.
Painting works should be carried out at an ambient temperature of not less than 10 ° C and not higher than 30 ° C. Use water to wash the painting tools.
