Converting bathroom into shower room + WC / Building another toilet

Hi I have a duplex ex local authority flat in central London. Currently there is a separate toilet and bathroom on the upper floor. I would like to convert the bathroom into a shower cubicle or wet room, and install another WC in there. I would also like to build another shower room and WC on the lower floor directly under the current bathroom. Can this be done, and do I need any building or planning permissions? Local authority hotline told me I could do any improvements as long as they were fully contained within the flat without any permissions, but I'm doubtful if this is entirely accurate. Thanks very much.

Hi Stan, the local authority are correct as you dont need permission. There is however a duty to report work such as this to Building control. This can be carried out by your plumber as long as he is suitably qualified. He notifies the work to building control and they will issue the appropriate documentation to show it was carried out by a suitably qualified tradesman. This will help if you ever sell the house on.
