Can a radiator be moved on to the other zone

Hi, my new build which is an 'upside down' design has been plumbed with the entrance hall radiator on the same zone as the bedrooms which are on the same floor. Unfortunately I need to borrow the heat from this hall radiator to go up the open plan stairs to the dining kitchen which is a large area with space only for 1 double rad. The position of the hall rad was discussed to achieve this prior to the system installation, sadly my plumber did not mention zoning at this time. I would like the bedrooms to operate at a lower temperature to the living areas taking advantage of zoning as intended but unable to do so with the current set up. I appreciate I can reduce the flow on the bedroom rads but this defeats the economy aspect and means I need to synchronise both up and down thermostats which is a pain and very annoying, especially if I only want to knock the heating up for an hour. Is it possible, or how easy/difficult is it to move the hall rad on to the upstairs circuit? What would need to happen? This will I believe also solve another issue with the rad in the master bedroom that does not heat up at the bottom unless the hall rad is turned down,which then reduces the gain upstairs.....
