Garden Office/Storage with Breeze/Concrete or Wood

I am looking at building an summer outhouse/garden office room/storage house at the end of the garden. Looking at 6mx3m approx on a 7 m approx. wide garden. I have seen people making this out of wood and of blocks. The Question is , which method is importantly more cost efficient , yet structurally decent. Note: I am trying to get an idea on the cost ( for budgeting ) and building difficulties ( for the actual building easiness) to decide which suits my purpose.

My suggestion would be to use a timber frame based construction, this would be a quicker method and would be easier to complete if you are not a bricklayer/tradesmen.
