SoundBoard 4, worth the price?

Hi, we live in a terraced house. Got new neighbors with THREE BABIES. So here is my question SoundBoard 4 - is it worth investing in? Does soundproofing walls help or noise will still travel through roof/floor? Do we have to look at the whole wall we share or bits and pieces... Thanks for any opinions
