New front garden. Old concrete base, re-use or remove prior new concrete

Hi - I currently have a small concrete 'parking space' and want to change that to a normal front garden with a hedge, tiles etc. What Im trying to figure out if I need to; 1. remove the old concrete slab first 2. Or... Clean, primer and 2 inch of new concrete on top (prior tiles etc) I dont know how deep the current concrete is today, so to remove it might be a big job. But I would assume the purist say to remove it. Thanks in advance!

Generally I always take old out but depends on if it’s loose and breaking in places / got any vegetation coming through and how thick it is , you could dig alongside it as a trial hole to find the depth of it , then make a decision after that.if it’s not in a good state break it out

I always remove dig and stone up to new level if reinforced steel is required then concrete

Hi personally from a trades point of view I’d take it out it may cost more at the time but prevents any future problems if you know exactly what’s underneath if taking it out is something you’d like to avoid then a few trial holes would be recommended to see the ground condition and thickness of slab.
