Old tenement flat, large obsolete pipe that's been cut is leaking

I've just discovered a large obsolete pipe under the floor in my tenement flat in Glasgow, it's around 2 inches in diameter the end has been sealed with cement or some compound and it's very slightly leaking as the sealant in the end seems to have broken down a bit. Anyone know what I can re-seal it with? Adhesive sealant or cement? I presume it's an old water pipe from the original tanks in the building, not sure why it would be leaking perhaps some leftover water in the tanks is still in the pipes. If anyone has had experience with this or can recommend what I need to seal it that would be much appreciated many thanks!

Unfortunately nothing available sealant wise on the DIY market is really effective in permanently sealing leaks despite their " magic" claims in the adverts . Also I would reccomend identifying the pipe and finding a way to isolate it for sure before even touching it .

I agree with the other reviews I would first find out if the pipe is redundant if it is then I would recommend the removal of the sealant the measure the diameter of the inside of the pipe finally I would plug the end with a drain plug you can locate these from any major plumbing supplies and you will find these go from 32m/ 150m hopefully this will be helpful?
