If a bathroom or kitchen is to be provided in a room where there wasn't one before, building regulations approval is likely to be required to ensure that the room will have adequate ventilation and drainage, and meet requirements in respect of structural stability, electrical and fire safety. You will need to change the electric supply in both rooms to suit the needs of the new uses as kitchens need higher amp supply and it’s possible that the supply to the old kitchen will need to be down rated as it could be too high. In a flat you would also need to ensure a kitchen meets the necessary fire regulations to slow the spread of a fire should one occur. Give your local building control office a ring. 👍
