Do you need to change the outer part of a flue when changing a combi boiler?

I have had a new combi boiler fitted and the inner flue has been replaced but the plumber left the outlet flue in place. The outer flue goes through the roof as the boiler is in the loft. Is this safe?

Are you a tradesperson and able to answer this question?

According to all manufacturers the flue must be renewed in its entirety if a new boiler is fitted.
