Is the platform to an extension legal?

Live in well-designed property. Adjoining property built rear extension across rear of house. Did to garden drop they have built a platform from New extension. This has caused an issue in that extention has taken light from our kitchen window and the main issue is that the platform extension allows video g directly into our property. The height of platform is above 30 cm. We have a 5foot fence (ours) as a dividing walk and the platform comes halfway up this. It has taken out privacy away. We have informed the neighbour we are not happy ,but says it is all legal. Can anyone enlighten us as to where we stand. We have already in 2913 had a platform removed (council order) which they errected, causing upset . Would go down that path again but as laws change wanted to find out more first. Any help would be most welcome.
