How to resolve issue with Hot water' trickle' in 9th Floor Flat

I have a problem with low water pressure in 9th Floor of Block of Flats. The water trickles from the hot taps in the Kitchen. Cold Water is fine.
I have been given different options as to how to increase the pressure.
One said that there was not enough cold water in the existing Fortic tank to replenish the hot water tank and that the answer was to install a direct hot water cylinder that sits on the Floor, a cold water cistern above and a pump fitted in line with the Hot water distribution Pipe.
Another said the solution would be to install an in-line domestic home booster pump onto the hot water outlet of the Hot water Cylinder to boost the water pressure to the kitchen and Bathroom basin hot tap .
I don't have a clue which is the correct one? Any thoughts.
Are you a tradesperson and able to answer this question?
Neither of those options are really viable..the first option would work but is a lot of work and requires a lot of space, the second option should NOT be considered...
I would suggest depending on budget either an undersink water heater such as a heatrae or Ariston sealed system 10 or 15 litre tank which is fine for just the supply of a sink and wash hand basin but nothing more or more expensive option is to change the fortic tank for an unvented hot water cylinder running on immersion heaters as I assume there is no gas in the building..this would give a plentiful supply for all needs in the property including shower, bath etc. The only condition these do require is an outlet for expansion water to a waste pipe should a problem arise..

What system have you got is it a cylinder is it just the kitchen hot tap or all of your hot taps if it's just the kitchen it could be a faulty tap cartridge or a partial blockage in iso valve if it has on if its all taps try the basics first could be a blockage in the hot water draw off from the cylinder

All depends on what system in the block of flats. I would suggest an inline hot water pump. This would increase the pressure and be at low cost compared to a water cylinder.

The correct solution would depend on your requirements.
I’m making the assumption that this is an electric only installation, and that it would be possible to install an unvented Direct hot water cylinder In accordance with the G3 building regulations. The size of the cylinder would be determined by your requirements. Eg bath / shower.
