Can a roof be felted without being replaced?

We've had a survey on a property we're buying and a few issues came up with the roof. Some cracked concrete flashing and flaunching, couple of missing/cracked/slipped tiles, an area with some moss, small-ish repairs. However! There is no felting under the roof meaning that these problems are potentially more risky. In place of felting/insulation is a diy job of polystyrene between some of the rafters... It's a 1930s house so guessing no felt was ever installed but for energy efficiency/warmth/prevention, would prefer to have it put in. Is it possible to do internally, without stripping the roof? Given the other repairs, would it be better just to replace the lot? Thanks!
