Tap in outhouse won't turn on?

Hi there, I've just moved into an Edwardian terrace and my flat is on the first floor, with stairs down to my private garden. Attached to the house is a small outhouse with a tap in it - as I have decking I'd like to utilise this tap to clean the decking. When I try to turn the tap on, nothing happens. I can't see any other way of activating it. Does anyone have suggestions? Thanks in advance!

There might be an isolation or check valve inside your property for water to go to your outside tap. So located and turn that on first

Hi there Either the tap is seized up or it’s been isolated somewhere. If possible follow the pipe back and see if there’s a isolation valve.

Yes there could be a valve shut off However it could be that the pipework Was disconnected in the past to the outhouse Could be the spindle of the Tap could be broken off also the washer in the tap stuck Many options to trace and fault find
