Advice on what to do with a cold living room that had a fireplace removed

When we bought this house (built in the 90s if that is important), one of the first things we did was get the fireplace removed, capped and boarded before we moved in. Now that we've been living here for about a month we've found that the living room is freezing and loses heat very quickly even with the radiator on due to the air vents. A cursory bit of research suggested that the vents were put there due to the fireplace. My question is what would need to be done to remove or mitigate the vent so the room can retain heat, without causing damp issues? I've seen mention of needing to get air bricks to replace the vents but didn't get much elaboration on that. I would just like some advice on what the best course of action would be in order deal with this, and what the best type of person would be to hire for the job?

Simple answer have air vent covers that can either be opened or closed

Expensive option , remove the stack completely, and insulate the walls to spec. Over the years , the money saved on heating will pay for the work
