Replace toilet cistern

We rent out a flat and our tenant is complaining that the toilet isn't flushing properly (takes several flushes to clear the contents of the toilet bowl). We have had a Plumber round who says that as it is such a small space we can't really replace the whole toilet we would need to look into getting an old style cistern second hand with a 13 litre flush as the 6 litre flush is not working. Could anybody advise us the best way to go about doing this please?

I would check level of water first. Depending type of float valve adjust level. Another issue could be diaphragm on flush syphon. Either replace that or replace complete syphon. They come with easy change over fittings to save money and time know maintenance

Best thing would be to get a plumber to come out and have a look at the toilet. It's difficult to determine the problem without seeing it. It could also be a blockage if there is a tight bend etc

Either increase water level or if filling fully it will be syphon needing replaced
