Advice regarding pitched roof n top of old felt one

We have recently discovered our garage roof pitch is sitting directly on top of the old flat felt roof (we were looking to have the garage insulated so we can use as a gym and keep storage as it’s currently jut brick and freezing). We have cut a hole through the flat roof and the timbers etc all look sound. We have been told we can remove the pitched roof, take out the felt one and re-install the pitch. I don’t believe it can be that easy. The roof is on a slight incline and the timbers have been cut to suit. The pitch actually does look fine so I can only assume they didn’t want to go through the hassle of removing the old one. The builder who did it is no longer active but has built many houses and extensions. We would like to have the works done properly, do i need to consult a builder or a roofer in the first instance to assess? Am i safer sticking to contractors who are members of FMB? I am googling and believe i also would need building Regs? Do I need planning permission? We’ve been in the house 7 years and it was done prior to us moving in so I don’t know how long it’s been on. HELP? Where do i start...?

You literally just need a carpenter or good general builder to remove, the pitched roof and original flat roof and they can re pitch a new roof timbers, even a roofer can come in to put on actual roof covering, it’s literally that simple, it’s a fairly big & expensive job but nothing overly complex for the right tradespeople, yes building regulations will be needed and or planning permission,bI would assume as the current roof isn’t to regulations and been bodged they didn’t get permission to change from flat roof to pitch roof, you may new drawings for planning permission. If your not changing the hight Then you don’t need planning And I say best to take the old roofs of and start a fresh
