Is this a toilet design issue or a drainage issue?

Update: When the toilet is flushed with nothing in it the water level does rise more than expected, about 10cm, but when the flush stops the water settles quickky (about a second). Not sure how much water is deposited during flush. Would really appreciate guidance. Can there be such a thing as a badly design toilet or is this a drainge issue in the pipes? Just take toilet paper to block our toilet. Then easily unblock with plunger. Have use 7.6m flexible rod and there was no resitance for the full 7.6m (other then the initial toilet bend), which suggest shared vertical waste pipe is just behind toilet (also suggested by the boxed wall just behind the toilet tank). Toilet is on top floor of converted building into flats in the late 90s and toilet in other flat is located in the same location through the 4 floors. This is a new toilet and I've read that new toilets has a smaller hole (at the bottom) in the toilet so can get block more easily. Is this is what is happening? If so, what can be a fix as isn't all new toilet design to the same regulations / hole size? Guidance please, thank you.

If you flush the toilet with nothing in it. How much water is actually deposited down the pan and how quickly does the level settle? if the water level raises and then drops slowly, could be the angle of the fall on the soil pipe. Take a look in the cistern and make sure there is an adequate amount of water in there to remove the waste. The fill valve should be adjustable using a float type device. Good luck

The new toilet is designed to be smaller hole to stop blockage, if the toiletis on mains water should work fine.i think the soil pipe behind toilet is rising upwards ,causing this fault.check run of soil pipe.

Could be a poorly designed toilet!could be water level (mains or tank fed water supply makes no difference to flush whatsoever) Most probably is the fall on the back of the toilet is not letting the water flow away quick enough,and of course there could possibly be an obstruction in the pipe behind the pan.
