Water pressure drop after water heater installation

We've just had a 10L undercounter water heater installed in the house. Prior to installation we had good water pressure coming through the cold taps (i.e. flow rate was good) in the bathroom basin and kitchen sink (which now takes it's hot water from the water heater). Now the water heater is up and running, the flow rate for the cold water has dropped quite a bit and is flowing at the same rate as the hot tap. Any ideas?

More then likely a pressure reducing valve has been installed to protect the water heater this would explain the equal presure you are now getting from the hot and cold taps.
