Black dots where every screw is on the internal ceilings

I have had a first floor over existing storey wing extension, completed March 2018. Countless problems with the builder along the way. I have black dots where every screw is on the new internal ceilings, also the new outside vent is surrounding by black, making the cotswold stone stained ( WHEN I QUESTONED THE BUILDER ABOUT THIS IN JUNE 2019 HE SAID IT WAS WHERE HE HAD SPRAY PAINTED THE VENT BLACK!!???) I feel a major building error has happened with my cottage.

Black dots could be fungal occurred as a result of condensation or maybe small water leak , it needs to be investigated

Dry wall screws rust easily, this will be a condensation issue, check firstly for any leaks but I'd say this is due to lack of airflow in the roof, lift a tile at the bottom and see if there is 50mm gap between the insulation and tiles.
