Sealing around a vent that is just out of reach

I have a round vent (leading to a plastic pipe) going into our brick work. The pointing and seal around this has come away, so water coming in. The problem is its is just beyond arms reach from the second floor window. Does anyone have an idea about applying mortar or sealant using a long tool for out-of-reach places? Or even to stick something around the vent onto the brickwork from a distance? I wish I could attach a photo to make this clearer.

You are likely to get it everywhere and... of course risk your life hanging out of a second floor window! Best get a decent ladder.

Yes a ladder is ok
Or if you are worried about climbing a ladder a small aluminium tower scaffold would do

Get an oversized circular vent. Feed some string etc out of hole. Tie to grill at ground level. Cover back of grill with clear silicone. Go inside pull grill up and tie off until silicone has dried. Job done
