What sanctions can Building Control apply to blacklist a rogue builder ?

I appointed a contractor for an extension project. Building Control have found he breached multiple BC regs & did not follow architect's specifications - eg screed 200mm not 650mm. They made him rebuild the roof but it's still leaking. Major underfloor leaks from water & UFH. He is now refusing to follow BC's advice to make work good AND reimburse me for emergency repairs that he refused to fix. BC have said 'he will not work again' if he does not comply. What does that actually mean ? Can they blacklist the person so that if he creates a new Ltd Co, they can still sanction him? Do they share his details with a central BC database of sub-standard builders? Will they refuse to approve any future projects he takes on? Or impose a more draconian system of BC checks that will make his life difficult?

Am afraid there's not a lot BC can do .They are only there to inspect works not decided whom is to do it.They will only meet builder after work has started for first inspection. One should do work in stage payments. After each stage is pasted then next payment should be released. Regards Brendan
