Replacing floorboard under skirting/plaster

I am moving a radiator in an Edwardian terrace. The floorboard underneath the radiator has many old pipe holes and I wanted to know what my options are for replacing the board, or if I should just repair it. The reason I'm thinking twice about replacing the board is that it sits partially under the plaster/skirting although the joists run perpendicular to the wall so there is some access underneath. I'm not sure if it can be removed with the skirting in tact, or if there are other options like cutting along the wall line. It has been badly patched in the past and I would like to take the opportunity while the radiator is out to make it good, but wanted to know more about the options. Thanks for your help!

I would remove the skirting and take the board out and replace it. Another option would be to cut the board out and replace it. Then cover the expansion gap with a beading.

If this was my home I would personally remove the skirting board .If you were to use a Stanley knife and run it along the top of the skirting along the wall first this will stop any of the wallpaper or or plaster from breaking away when you remove the skirting . Once this is done it will give you better access to remove the damaged floor board mentioned in the question. Once removed you can then see what's below the flooring and check the joists are not also damaged..once checked Replace the flooring with a new board and simply replace the skirting .. Seal the skirting board and touch up any paint work if this is required .

I would just take the floorboards out that have holes cut in them and replace the boards rather than risk damaging the wall trying to remove the skirting board
