Who’s to blame dispute on a roof leak

Hello two years ago I had a full new roof refelted and slated roofs been fine just recently I noticed damp patch in ceiling and mould I contacted roofer he came down straight away had a look said it was roof when he’s gone up he said your neighbor as had a new roof which he as a few months ago he pulled off a few slates and it seems he asnt stripped back the old felt that over spilled onto our roof causing the problem the other roofer came down wouldn’t have it but said he would sort it cos he’s a nice guy fair enough when I got in from work I heard someone on roof it was him I asked him what he was doing he said he was putting insulation in the roof cos insulation dosent go right to the eaves hehad not started it I told him no I told him what my roofer had said needed to be done he said he wouldn’t do it cos it’s not his problem who t to blame here I had a grant 12 years ago to insulate loft never had issues either way I paid my roofer to do roof not put insulation in my loft my roofer is coming down To sort and take pics I just want opions on this please
