Do I need to replace the whole flat roof if I was to have a skylight and extraction fan fitted?

Dear all, I was wondering if you can help. I have had a property surveyed by a conservation surveyor. The surveyor has recommended the following works. replacement of flat roof covering and abutment flashing to the rear wall. Several options are available including a high quality EDPM single ply membrane which is suitable for allowing access to maintain the property in future. On the other hand, however, when I presented the surveyor’s recommendation to a local roofing contractor, he suggested the following works were required based on the surveyor’s recommendation. • Remove existing felt roof and boards and dispose from site. • De-nail all joists. • Cut existing joists, introduce double trimers and form an upstand ready for a 600mm x 600mm skylight. • Supply and fit new 18mm OSB 3 chipboard to complete roof and upstands. • Supply and fit 1.52mm premium EPDM Rubber Roof Membrane complete with new facia, guttering, downpipe and roof trims. My first question is, is the roofing contractor correct? My second question is, are the works proposed by the roofing contractor necessary if I was to have a new extraction fan fitted (that ducts to the external point of the flat roof)? Thirdly, are the works proposed by the roofing contractor necessary if I was to fit a new manually openable skylight? Your wisdom will be much appreciated. Cheers. Adam

I would survey the roof and take samples to make sure that the roof is dry. If dry there shouldn't be any issues to fit the skylight and extraction fan if wet you will need to redo the roofhope this helps w G Roofing ayr
