Removal of old internal pipes

We have two old pipes running up the wall (Victorian tenement) to the right of our fireplace that we'd like removed. We're unsure whether they're gas/water. Diameter about 1.5". How do we found out if they're safe to remove? What kind of tradesman would do the job? -the pipes appear to be disused but we'd like to be sure UPDATE: Thanks for the answer. It turns out they're old communal overflow pipes and can't be removed :-(

Sounds like they may have been for a back boiler, trying finding a plumber to have a look.
