Damp on ceiling and around windows of first floor flat

I’ve been having an issue with damp around the windows (started at top of window in position under upstairs balcony but has moved along and down the sides of window it’s worst point is under the balcony) and on the ceiling (next to outside cavity wall) which is located under an upstairs balcony, we had someone look at it last year who stated it was an issue with our upstairs neighbours door to his balcony, this has been fixed by our neighbour (or so he says) but the damp has got worse, the person who looked at it said it’s the cavity damp tray overfilling from water coming through the neighbours door, but from what I’ve seen online I don’t think that’s how a damp tray works.I have no idea why it’s happening as it’s under a balcony area so is more sheltered than other areas, we had booked a damp surveyor but due to lockdown he has cancelled the appointment to rearrange when restrictions end, but I want to get it fixed sooner rather than later as black mould is now forming. The damp in the ceiling is coming out like a semi circle from a point under the balcony area, the ceiling is also 4 inches higher than the damp on the window. My other train of thought is whether this is actually two separate issues as the ceiling damp appeared after the window damp.

Best to get a survey. Sounds like condensation problem but you need temperature and humidity readings.
