Roof leak or condensation?

I have full length water marks appearing on the plaster at the top of a chimney breast on both sides. The old fires have been closed up and the chimney has been flaunched, there is a side vent on the chimney at roof level but no internal vents. Is this likely to be a roof leak (i.e. failed flashing) or condensation? I seem to be getting differing views.
Are you a tradesperson and able to answer this question?

Really without looking it's impossible to say.your best bet it put the job on the site and get a local roofer round to check for you.

It seems to me that felt has clapped around chimney or something to do with flashing
