Devious Seller trying to mask dodgy refurb work including electrics!

I am about to Buy a Property. In about 10 days!! But I'm going to see it for the first time (in person!) on the 21st Jan 2021. The Seller has owned the property since 2007. BOTH the Kitchen and the Bathroom have been Completely refurbished VERY recently. (as per the Estate Agents listing). So far, so good. So, I had a Builders Survey completed which highlighted Major issues (and leaks) in the Roof, Guttering, "shot" uPvc window units and seals, and various issues with the house electrics. So I commissioned an EICR. The property came back as "Unsatisfactory" with multiple C1, C2 & C3 issues! BUT, in the Property Information pack, the Seller has stated it doesn't have a valid EICR available, she is unaware of any Electrical refurbishments having been carried out at the property! (Since 2005!) A Blatant LIE! and she states she currently holds Home Insurance for the property! (Surely this would be null & void if the is NO EICR?) My issue is that if the Seller has just had the Kitchen & Bathroom refurbed, which she did! (Which BOTH has a sagging false ceiling in them, with an extractor fan in the bathroom one!) She'd definitely needed to have a "Satisfactory" EICR and a Part ? Building regs cert surely? The Roofing quote came back as £13,500 !! for a completely NEW Roof as its 55 Years old apparently! (but just to repair =£4,500!) Completely new Lead flashings and Ridge/Hip tiles/Chimney Cap cement is crumbling away! I also think the false ceilings are hiding old wounds plus asbestos tiles have been found installed in the bottom of an old kitchen cupboard yet the rest of the Ground floor has been newly laminated! The Building Surveyor states that these tiles might cover the WHOLE ground floor! but he wasn't authorised to lift any laminate to confirm this! I'm having SERIOUS doubts that this house is gonna be a "MONEY PIT" (which I haven't got) but mainly because the Sellers appears to have blatantly LIED on the Property information forms. She has offered to reduce the price by £2k but that's it. I have asked the provider of the EICR to repair all the faults he found to then get a NEW EICR but what am I missing? My SPIDER SENSE is tingling like MAD! Something's not right!! Your thoughts and advice will help.

There is no mandatory requirement to have an EICR unless the property is rented. So you can complain as much as you like but its just a matter between you and the seller. She cannot be forced in to having any electrical improvements either. Ultimately its just a report and no different to a structural report about roof and windows or anything else. You have the information. Its now your decision as to whether to purchase or not.

A satisfactory EICR is not required to hold home insurance, nor at this point in time is it a requirement for the sale or purchase of a property, it is only a requirement for new tenancies if renting on the open market, the contractor that carried out the works should have provided a domestic EIC and Part P compliance certificate (if the work was notifiable under building regs) but as it was a bathroom and kitchen, they probably only modified existing circuits, in which only minor works is required and is non notifiable, as the previous contractor said, on balance if you’re taking this on as a project then treat it so, if you’re having doubts then the best thing is to keep your money in your pocket and walk away from the purchase
