How to stop water leaking into shop basement

At back side of the shop, there is flat roof for extended basement and also pavement walkway for the upper residential flats. When removed the ceiling plasterboard for basement, it is found that there is lot of water dampness on ceilings and on few areas water is even slowly pouring down to basement floor. I believe whenever there is rain, water should be peeping to basement. I called an company specializing on Mastic Asphalt to cover back area of this shop, but price work very high as they said need parking permits etc. Is there any economic and alternate solutions to stop further water seeping into basement before i can put new ceilings on basement?

This needs a second and third opinion, Is it condensation ? You can’t overprice a job for the reason of parking as there is reasonable access needs to be allowed. Don’t cover the lot in anything as the leak will be in one major area probably.

Mastic will never solve the problem on a flat roof, or any roof for that matter. If there is asphalt already on the roof you should prime it then have 3 layers of felt layed on it without hot bitumen not that torch on rubbish for a better job.
