Sound of water in pipes when nothing is on

We have a sound of water in the pipes even when all taps, appliances and central heating are switched off. Its audible at the stop cock where the pipes enter the house and in the bathroom directly above. It stops when the stop cock is turned off. There are no visible signs of a leak anywhere. We've checked the outside tap that is on the other side of the wall from the stop cock. We've checked the toliet cistern (it's a victorian Burlington Bell rather than a modern one, but no sign of water dripping at the inlet valve when it's closed). Does this mean we have a leak? Where could it be if we cant see it? Will it be on our property or could it be the mains or one of our neighbours?

The most common reason for this is a leak on the incoming mains, if you turn the internet stop tap off and there is still a noise it will definitely be the mains water supply

Yes it sounds like you have either a leak on the mains water pipe. It could be a safety device has activated on a water cylinder, or overflow on a water tank. Sounds urgent either way.
