could anyone please tell me what this is?

Hi this happened about a month back and I've just literally seen it happen again in front of my eyes, on my balcony, the window frosting outside (whatever it is called), it's not the actual glass that's cracking, it's is a lining/frosting behind the window {inside} . Directly behind that is insulation, and then there is the wall inside my apartment, plasterboard, I'm assuming.... It's very hard to explain without attaching a video. I just can't work out why it is doing it. Number 1, it's an eyesore, Number 2, I'm concerned that something more sinister is going on between the window/insulation and the internal wall. Would be happy to email pictures

Is it double glazing ? This is called stress cracks and with colder weather they spread

depends how old the window can be the seals around that glass could be deteriorating
