Poor Work Fibreglass Roof GRP

I had Fiberglass Roof done almost 5 years ago by a cowboy roofer it started to leak and also its done very poorly is it possible to felt over the Fiberglass Roof

You could but even a poorly done fibreglass roof should not leak.
The devil is in the detailing and it is likely that the leaks are arising at joints or changes in pitch (flat to pitched roof etc).
It may be more economical to get a good fibreglass roofer to have a look at it as you may be able to salvage it at a reasonable cost....

You can salvage the roof by redoing the worst areas again, a good grp installer would recommend this for you , however this shouldn't have happened at all , want a better roof try EPDM

Yes. As long as there’s no sharp fibres poking up.
Bitumen prime the whole area.
Torch on 2mm

Even a poor fibre glass roof should not leak I wouldnt felt it mayne the water is getting in from a corner or down a wall? Mayne it can just be repaired

yes
we have done it a few times now, but it boils done to a full inspection of the existing ,because times we had to pull it up due to it hasn't bonded to the ply
