Pulsating low noise and whooshing sound

For the last couple weeks there has started to be a strange noise in the walls. I live in a block of flats about 14 years old. Whenever I flush one of my toilets or when someone else uses water in the building (you can slightly hear them use it) after a few seconds a whooshing noise starts in the wall followed by a rhythmic pulsing noise which is best described as how you’d hear a heartbeat through a doctors stethoscope. It beats 7 times and lasts about 6 seconds then stops. It comes on and off intermittently 24/7. It’s driving me insane now and am desperate for a fix. Please help! We bled the radiators and pressurised the boiler but no help. *update* I think it is tank fed boosted (maybe!) but all the building management say is that we all have individual responsibility for pipework in our flats?! However this noise is louder now and is wooshing along with vibrating noises, it is loudest on the corridor where 5 flats come off of and I wondered if there could be a pipe there that is causing a problem?? Please help
