Entire concrete floor of freestanding garage constantly wet

Garage constructed 2017 as part of new build estate. Over last 3 months the floor is constantly wet. I have been using a couple of dehumidifiers but to no effect. Original builders said can’t help as building was signed off in 2017 so beyond the 2 year cut off. Will I need to get a surveyor to assess the problem first?

It sounds like there is no damp proof membrane under the concrete, you can use a damp proof paint on material, which would be the cheapest option

If it not obvious like a burst pipe running through the floor then it is likely that they was no or incorrect membrane put under concrete slab when it was 1st poured .

Obvious answer in that no damp roof membrane was installed over the area before the concrete slab was layed. You could always break a small section up to confirm that no membrane was used.
